Larry Phu

Larry Phu, Director of Finance and Administration

Larry is the Director of Finance and Administration of the University of Texas International Office. He oversees the financial, administrative, software development, and graphic design units of the International Office. He also works closely with the Vice Provost for International Programs on business plans for global initiatives and strategic plans for the International Office. Larry received his bachelor's degree in accounting from The University of Texas at Austin and is a Certified Public Accountant. Larry has been with the UT International Office for about 10 years and prior to that was an audit supervisor at the University focusing on compliance, internal controls, and efficiency reviews.

Financial Services (Budgets, accounting, student billing, travel, scholarship, and reporting)

Ryan Rose, Senior Financial Analyst

Ryan's primary functions include the recording, analyzing, and reporting of financial data for Study Abroad Office operations and faculty-led study abroad programs, as well as assisting students with financially related issues. Ryan received his bachelor's degree in business administration from the University of Michigan in Ann Arbor and master's in professional accounting degree from The University of Texas at Austin. He has worked at the International Office since October 2007.

Ruth Sogas-Paramio, Sponsored Student and ESL Accountant

Ruth handles the daily accounting for both ESL Services and the International Sponsored Student Program. She also is supervises the student workers in Financial Services and serves as the back up to the passport coordinator.

Candace Shye, Director of Internal Operations

Candace serves as the managing liaison for the Vice Provost for International Programs.  She manages and oversees Central Services and provides direct supervision to the General Services Coordinator and other assigned staff.  Candace is responsible for managing the day-to-day operations of the International Office, and bears overall responsibility for human resource management; facilities logistics; and efficient management of the department’s resources.  In addition, Candace is charged with reviewing administrative and business processes within the IO and its various units, and making efficiency and professional development recommendations to the Vice Provost.  Candace has certifications in Human Resource Management, Management of Non-Profit Organizations, Fundraising Management, and Leadership Skills for Managers.  Candace has been with the University since June 1989, and with the International Office since April 2006.

Devon House, General Services Coordinator

Devon serves as the administrative associate to the Director of Internal Operations and Vice Provost for International Programs. As the International Office’s resident “go-to-gal,” she is responsible for coordinating: supply purchases, facilities and maintenance issues, and the office’s annual equipment inventory. In addition, Devon is the primary contact and liaison with ITS Services and coordinates the International Office’s Student Associate Professional (SAP) program. In May 2011, Devon received her BS in Communication Studies with an emphasis in Human Relations from The University of Texas at Austin. She has been with the International Office since April 2012.

Systems and Software Development

david mok

David Mok, Senior IT Manager

David is the head of the Systems and Software Development team. He oversees the projects on software development and maintenance for the International Office. He graduated from Southwestern University with a bachelor of science degree in chemistry in December 1987. He has been with the University since February 2000 and with the International Office since July 2008.

Passport and ID Services

Walker Martin, Coordinator of Passport & ID Services

Walker's primary duties include accepting passport applications and advising applicants of the Department of State's procedural requirements. Walker received a bachelor's degree in anthropology and geography from The University of Texas at Austin in May 2010. Walker began working in the International Office in 2008 as a student worker and has been full-time staff since July 2010.
